About this opportunity
The Department of the Army Materiel Command TACOM Life Cycle Management Command awarded a sole-source contract modification W56HZV-19-D-0003_P00013 to Amentum Services, Inc. for $14,414,435.86 on September 3, 2025, to procure Linear Demolition Charge Systems (LDCS) and Initial Spares packages during fiscal years 2025 and 2026. The LDCS is a critical subsystem of the Assault Breacher Vehicle (ABV), which consists of an M1A1 hull with a specially designed turret and two Mine Clearing Line Charges mounted on the LDCS. The contract represents a 12-month extension of an existing six-year requirements contract with an estimated total value of $3.5 million, justified under FAR 6.302-1(a)(2) as only one responsible source exists and award to another contractor would result in unacceptable delays, particularly due to the government's lack of complete technical data for competitive procurement of specialized components like the LDCS Lift Motor.
Notice text

The extent of competition will be other than Full and Open Competition. As recorded in the Justification & Approval (J&A), the authority cited is Title 10 United States Code (U.S.C.) 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. Specifically, FAR 6.302-1(a)(2)(ii)(B) provides that, “Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (B) Unacceptable delays in fulfilling the agency’s requirements.”
A Justificaton & Approval (J&A) was signed by the Command Advocate of Competition on 15 January 2025 and is retained on file.
