About this opportunity
The National Park Service Northeast Region has published a combined synopsis/solicitation for limestone sand application services across the Meadow Run Watershed at Shenandoah National Park in Virginia. This special notice serves as Request for Quotation (RFQ) 140P4225R0013, seeking a firm fixed-price service contract with no written solicitation to be issued separately. The acquisition falls under NAICS code 115112 for Soil Preparation, Planting, and Cultivating services. The project involves environmental restoration efforts to address decades of acid rain damage that has impacted the watershed's ecosystem. The notice includes contractor questions and answers as an amendment to provide additional clarification for potential bidders.
The primary objective of this contract is to apply approximately 5,250 tons of limestone sand across 2,150 acres of the Meadow Run Watershed to restore ecosystem health by reducing soil acidity and improving water quality conditions for aquatic life. Contractors must submit comprehensive proposals by August 29, 2025, at 12:00 PM Eastern Time, including work plans, safety protocols, past experience documentation, and complete pricing schedules. Eligible contractors must be registered in the System for Award Management (SAM) and demonstrate relevant experience with at least three similar projects from the past seven years. The project will be conducted in phases during winter months to minimize visitor disruption, with operations limited to weekdays and daylight hours, requiring 96-hour advance notice for each liming operation. Contractors will be evaluated on work plan compliance, safety measures, past performance, and price reasonableness through a comparative evaluation process.
