FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999)
The evaluation process will consist of two phases.

Evaluation Phase 1:
The technical evaluation team will review the capability statements and will select either one or two offerors whose capability statements provide the best value to the government using technical capability as the basis for advancement to Evaluation Phase 2. The evaluation team will review each capability statement and will compare it with the specifications listed in Attachment 01. The degree of an offeror's technical capability will be subject to the judgment of the evaluation team, and the evaluation team will use its technical expertise to determine which single offeror or which two offerors will be eligible for advancement to Evaluation Phase 2. Submittal of capability statement does not guarantee selection, and the maximum number of two offerors will be eligible for participation in Evaluation Phase 2. The government reserves the right to select only one offeror for advancement to Evaluation Phase 2.

Evaluation Phase 2:
If the capability statements from one or two offerors are advanced to Evaluation Phase 2, additional technical specifications will be provided, the offeror will submit a quote, and award will be made to the offeror with the lowest priced quote that is technically acceptable as defined by the judgment of the evaluation team after comparison of the quotes with the technical specifications to be provided.

The vendor must submit sufficient information to demonstrate that the offeror has the capability to meet the specifications as defined in this announcement so that the government can evaluate the offeror's technical capability.
