About this opportunity
Air Combat Command intends to solicit engineering services for a Lightning Protection System (LPS) personnel assessment at Seymour Johnson Air Force Base, North Carolina, with a pre-solicitation response deadline of August 28, 2026. The procurement is set aside for Total Small Business.
The project scope encompasses a comprehensive site survey, data collection, and detailed Lightning Risk Assessment covering approximately 15 acres of aircraft parking ramps. The primary objective is to determine whether a personnel-focused LPS can eliminate the current requirement for maintenance personnel to take cover when lightning is within a five-mile radius, while ensuring safe continuation of critical aircraft maintenance operations during thunderstorm conditions.
Contractor deliverables include a detailed risk assessment report documenting existing infrastructure, critical maintenance operations, ordnance and fuel storage locations, historical lightning event data, and lightning warning protocols. The assessment must address protection for personnel, aircraft, ground support equipment, facilities including sunshades, and must account for hazards including explosives, munitions, ejection seats, and flares. The contractor must provide NFPA 780-compliant Lightning Risk Assessment findings with tailored recommendations and risk mitigation strategies to reduce personnel and asset risk below tolerable thresholds.
Work requires close coordination with Seymour Johnson Air Force Base leadership, maintenance, engineering, and operations personnel. Applicable standards include UFC 3-501-01, UFC 3-560-02, UFC 3-210-64, UFC 1-200-01, AFMAN 91-Series publications, NFPA 780, NFPA 70, ICC International Building Code 2021, ANSI/ASCE structural design loads, and ACI 318 concrete requirements, all at latest revision.
Notice text
The primary purpose of this project is to perform a site survey, data collection and create a detailed Lightning Risk Assessment for a Lightning Protection System (LPS) for aircraft parking ramps on Seymour Johnson Air Force Base, North Carolina. This assessment will determine if a system can be created to ensure a safe working environment for personnel during local lightning events, allowing for the uninterrupted performance of critical aircraft maintenance. A key objective is to eliminate the current requirement for personnel to take cover when lightning is within a five-mile radius. While an LPS currently exists for equipment and facilities, this new system's primary focus is the protection of personnel on the flight line.
The objective includes the following concepts:
Site Visit, Data Collection, & Detailed Lightning Risk Assessment that will allow the Government to assess if the LPS system can reduce or eliminate a potential lightning hazard for maintenance personnel.
