About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure spares for the P8 aircraft, specifically commercial off-the-shelf (COTS) items with Federal Aviation Administration (FAA) Certified parts. The solicitation is for light, taxiing aircraft components that require an FAA Authorized Released Certificate (FAA Form 8130-3 Airworthy Approval Tag). Contractors must be small businesses eligible to provide these specialized aviation parts. The evaluation criteria will focus on technical acceptability, delivery capabilities, and overall advantage to the government, with quotes to be submitted electronically by 4:30 PM Eastern Time on March 25, 2025. Quotes will be assessed based on technical merit, delivery, and quality, with awards made to responsible and eligible quoters.

This procurement is designated as a small business set-aside within the Motor Vehicle Electrical and Electronic Equipment Manufacturing sector (NAICS 336320), specifically for electric vehicular lights and fixtures (PSC 6220). While specific award values are not explicitly stated, the solicitation indicates potential for partial quantity submissions from contractors with existing stock. The contract includes stringent requirements for engineering change notifications, with contractors mandated to obtain written government authorization for any modifications affecting interchangeability, performance, safety, reliability, or FAA type certification. Contractors must provide comprehensive documentation for proposed changes, including affected part numbers and approval dates. The procurement is being managed by the Naval Supply Systems Command, a defense agency responsible for managing naval supply chain and equipment procurement.
