About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure navigational lights, specifically NSN 7H-6220-015157208, with a quantity of 2 units and delivery designated as FOB Origin. The government intends to solicit and negotiate with only one source under FAR 6.302-1, indicating a potential sole-source procurement. Interested parties can identify their capability to respond to the requirement within 45 days of publication (or 30 days if awarded under an existing Basic Ordering Agreement), though this is not a competitive proposal request. Companies not currently approved as sources can express interest through the NAVSUP Business Opportunities web portal, and all firms are required to include their CAGE Code on solicitation requests. The government has determined that obtaining data rights or reverse engineering the part would be uneconomical, which further supports the potential sole-source approach.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. While the exact award value is not specified, the procurement involves two navigational light units with a technical data package (TDP) version 003 and reference number 77001. The solicitation was posted on October 22, 2024, with a response due date of February 12, 2025, providing potential vendors approximately 3.5 months to prepare their submissions. The government will not be using FAR Part 12 policies for commercial item acquisition in this solicitation, but interested parties can still propose commercial alternatives within 15 days of the notice. Importantly, the award process will not be delayed for vendors seeking approval, and the government maintains sole discretion in determining whether to compete the proposed contract based on received responses.
