About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure two Light, Marker, Flight units (NSN 7R-6220-016604926-EY) through a non-competitive procurement process. The solicitation indicates this is a critical flight component requiring specialized source approval, with the government intending to negotiate with a single source under FAR 6.302-1 authority. Potential vendors must submit comprehensive technical data and source approval documentation through the NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochure. Interested parties have 45 days from the publication date (until February 21, 2025) to submit proposals, capability statements, or expressions of interest. The government will evaluate proposals based on qualification requirements, with a specific focus on whether the offeror, product, service, or manufacturer meets essential qualification criteria at the time of award.

The pre-solicitation notice does not indicate any specific set-aside designations or provide explicit award value information. Delivery of the items is specified as FOB Origin, with a quantity of two units required. The solicitation emphasizes that the government lacks sufficient accurate data to purchase the part from sources other than currently approved vendors, which suggests potential limitations for new market entrants. While no incumbent contractor is explicitly named, the notice implies that only previously government-approved sources will likely be considered. The procurement process involves rigorous technical review, with the government reserving full discretion to determine competitive procurement approaches based on received responses. Vendors must be prepared to demonstrate extensive technical capabilities and provide comprehensive documentation to be considered for this contract opportunity.
