About this opportunity
The Department of the Navy Naval Air Systems Command has issued a Special Notice regarding test and evaluation (T&E) and repair services for a Propeller Lifter (Part Number GS24265-501, Serial Number 2018-12-090). The notice announces the Navy's intent to award a firm fixed price purchase on a sole source basis to Hamilton Sundstrand Corporation (Collins Aerospace) located in Windsor Locks, Connecticut. This notice is published in accordance with Federal Acquisition Regulation Subpart 8.405-6(a)(C), which permits sole source awards when only one source is reasonably available to meet agency requirements. The Fleet Readiness Center Aviation Support Equipment (FRC-ASE) at Naval Air Systems Command requires these specialized services to restore the equipment to fully operational condition. As the original equipment manufacturer, Hamilton Sundstrand retains all proprietary and technical data rights necessary to perform the required calibration and repair work.
While this notice of intent is not a request for competitive quotes, the government is accepting capability statements from all responsible sources that are submitted within four calendar days of the notice publication (deadline: February 9, 2026). The scope of work requires comprehensive inspection, repair, and calibration services using original manufactured replacement parts, with the contractor responsible for determining if the equipment is beyond economical repair and notifying the government if estimated costs exceed 80 percent of acquisition cost. Contractors must maintain detailed repair records, perform final inspection and testing against applicable standards, and provide required documentation including DD250 forms and shipping records to the designated point of contact, Jeff Smith. The completed repairs must be shipped to COMFRC in Solomons, Maryland with all contractual references and documentation. The government reserves the sole discretion to determine whether to conduct a competitive procurement based on any responses received, with no guarantee that competitive bidding will result from submitted capability statements.
