About this opportunity
The Department of the Navy Naval Supply Systems Command seeks fabrication and installation of a Liferail Assembly and Guardline Assembly for Cargo Elevator No. 2 aboard the USS New Orleans (LPD-18), with quotations due August 31, 2026. Award eligibility is restricted to contractors holding a current U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region; contractors lacking this agreement are ineligible unless the Navy has adequate time to assess and execute an MSRA/ABR application before the vessel's availability date.
Place of performance is the Ship Repair Facility in Sasebo, Nagasaki, Japan, with a performance period from October 22, 2026 to January 30, 2027. This is a firm fixed-price job order under the MARAV framework contract. The scope includes fabricating two intermediate stanchion assemblies and two platform sockets, installing stanchion assemblies and sockets at the center of forward and aft life rails, furnishing three staples at each end in both port and starboard life rails, assembling twelve guardline assemblies, and installing all assemblies with maximum acceptable sag of 60 millimeters. Load testing is required per specification T.P File 77222-2-100_26258, covering stanchion top staples (3,000–3,150 pounds for 10 minutes), liferail top staples, guardline stanchions (300–315 pounds), and liferail assemblies, with acceptance criteria of no deformation, damage, or cracked joints. Work must comply with NAVSEA S9AA0-AB-GOS-010/GSO and MIL-STD-1689A fabrication standards, and NAVSEA paint preservation standards 009-32 and S9086-VG-STM-010/CH-634. Pricing is submitted in Japanese Yen with an FY26 exchange rate of JPY 150.4415 per USD 1.00; the contract amount will be expressed in U.S. dollars for administrative purposes. Evaluation criterion is lowest total price. Electronic submission of quotations via email is mandatory.
