About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 has issued a Special Notice indicating its intent to negotiate a sole-source contract with It's never too late, LLC for a software subscription renewal. This is not a formal solicitation but rather a notice of the agency's intention to proceed with a single source procurement under FAR 13.106-1(b)(2), citing that only one responsible source exists and no other supplies or services will satisfy the agency's requirements. The procurement falls under NAICS code 334111 (Electronic Computer Manufacturing) and PSC code 7A21 (IT and Telecom - Business Application Software). The notice was posted on August 7, 2025, with a response deadline of August 11, 2025. Interested parties may contact Contracting Specialist Ophelia Wilson at ophelia.wilson@va.gov, though the decision to conduct a competitive procurement remains at the Contracting Officer's discretion.
The purpose of this procurement is to renew software subscriptions for the previously purchased iN2L system at the VA Boston Campus Community Living Center, enabling veterans to participate in virtual social and educational activities through bedside tablets and large screen displays. The software provides therapists and restorative care technicians with tools to engage veterans in social games, applications, video calls with family, and virtual health appointments, specifically designed with a simplified interface for older adults with cognitive impairments. The required subscription includes iN2L+LifeLoop Group and Software Subscription components, Tablet Hardware Subscription Add-Ons for 150+ users, and associated mobile display and tablet hardware. The contract structure includes a base year plus four option years. Any contractor interested in challenging this sole-source approach must respond by August 11, 2025, though the agency maintains that only the identified vendor can meet their specific requirements for this existing system.

1. General:
Our facility is requesting a renewal software subscription for our previously
purchased versatile iN2L system which will continue allowing veterans to attend
virtual social and education groups including whole health, leisure education, and
virtual concerts presented by utilizing the bedside iN2L tablets and social group
interactions with the 75” and 23” large screen systems located in Brockton’s
building 4 and 7. This software will give therapists and restorative care technicians
the tools needed to engage veterans with multiple social games and applications.
Studies have shown that the largest barrier older adults experience with new
technology is complexity. With a simplified interface designed for an older
population our veterans will find it easy to reach out to others on the network as
well as make and receive video calls to family with the iN2L tablets. Once inperson
social events are a part of the veteran’s regular experience the system will
also provide opportunities to play social games such as chess, trivia, and touch
screen activities with other players on the 75” and 23” screens. This personalized
engagement will encourage and support active participation in rehabilitation and
socialization opportunities. Researchers have studied how the use of an
interactive digital display in patient populations with cognitive impairments
improves performance of activities in everyday life. Veterans will also be able to
use the TVs to connect to virtual appointments using a VVC and the My Healthy
Vet app.
