The solicitation (RFQ 15B41823Q00000018) is for a requirements contract with a firm-fixed unit price, requiring up to 30 estimated hours of religious instruction per week, with each session defined as one hour per day. The contract will evaluate potential awardees based on price, past performance, and compliance with the Statement of Work requirements. Interested vendors must submit the Credentials of Religious Services Contractor form, Past Performance Questionnaire, and RFQ to mpgibson@bop.gov by April 3, 2023. All solicitation documents will be distributed exclusively through the SAM.gov website, and contractors must be registered in the System for Award Management with a valid Unique Entity Identity (UEI) number.

The acquisition is specifically restricted to Total Small Businesses within the Religious Organizations NAICS category (813110), with a size standard of $8.0 million. The base contract period will run from May 1, 2023, to April 30, 2024, with the potential for four additional option years. The place of performance is located in Terre Haute, Indiana, and the contract allows faith-based and community-based organizations to submit offers equally with other eligible organizations. Contractors will be required to provide religious instruction services directly to individuals under the custody of the Federal Bureau of Prisons. While specific award values are not detailed in the solicitation, the contract type suggests a unit-price structure based on the actual hours of service provided during the contract period.
