About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), specifically the National Weather Service (NWS) and the National Reconditioning Center (ROC) in Norman, Oklahoma, is seeking a contractor to perform a LiDAR-based tree survey to support the WSR-88D Weather Radar (KGYX) facility located in Gray, Maine. The primary objective is to create a comprehensive geospatial inventory of vegetation obstructing the radar's operational airspace to inform decisions regarding vegetation removal versus tower raising. Contractors must demonstrate understanding and compliance with the detailed Performance Work Statement (PWS), including capabilities in LiDAR data acquisition, vegetation classification, and cadastral surveying to identify property boundaries. The survey must classify vegetation into three threat tiers based on tip elevation relative to current and future (50-foot raised) tower heights, with explicit differentiation between government-controlled lands and private properties requiring landowner negotiations. Key deliverables include a classified point cloud in LAS/LAZ format, vegetation obstruction heat maps, a digital surface model, and a comprehensive survey report. Responses to this Sources Sought notice are due by March 6, 2026, and interested vendors should submit capability statements that clearly demonstrate their qualifications and understanding of project requirements. This is a market research notice only; no actual solicitation document currently exists, and the government has made no commitment to issue a formal solicitation or award a contract.

This pre-solicitation notice carries no set-aside designation, meaning all qualified vendors are eligible to compete. No incumbent contractor or current contract information has been identified in the notice. No budget range or award value has been disclosed at this time. The contract will be classified under NAICS Code 541370 (Surveying and Mapping Services), and the statement of work requires acquisition of high-density aerial LiDAR data with a minimum of 8 points per square meter and 10-centimeter vertical accuracy referenced to NAVD 88 datum. The survey scope encompasses all vegetation within a 1,200-foot radius of the radar tower center point. Upon contract award, all deliverables must be completed within 90 days, establishing a firm timeline for project execution. Interested contractors should ensure they possess or can obtain the specialized technical capabilities required for this mission-critical weather service infrastructure support.

The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), and National Reconditioning Center (ROC), located in Norman, Oklahoma is conducting market research seeking information regarding capabilities for a standalone contract for LiDAR tree survey in Gray, Maine.

The NWS operates the WSR-88D Weather Radar (KGYX) in Gray, Maine. Radar beam blockage caused by surrounding vegetation is degrading data quality. The NWS is currently conducting a survey to determine the most cost-effective long-term solution: removing the vegetation and/or raising the radar tower. To make this decision, the NWS requires a high-precision "Tree Inventory" that maps the vegetation against both the current tower height and a potential future tower height.

The North American Industry Classification System (NAICS) Code for this requirement is 541370 Surveying and Mapping (except Geophysical) Services.

  1. Capability statements shall clearly show an understanding and compliance with the attachment Performance Work Statement (PWS), including but not limited to, mapping vegetation against the current tower height and potential future tower height.
