The Libera mission was selected pursuant to NASA Science Mission Directorate (SMD) Announcement of Opportunity (AO), Third Stand Alone Missions of Opportunity Notice (SALMON-3) (solicitation number NNH17ZDA004O) as amended to establish new program element Appendix N, Earth Venture Continuity 1 (EVC-1).

The EVC-1 selection was publically announced on February 26, 2020. See NASA Press Release 20-020.
