About this opportunity
The US Army Corps of Engineers, Walla Walla District is conducting market research through a Sources Sought Notice to identify potential contractors capable of providing three new hydraulic cylinders with intermediate trunnion mounts and one rebuild kit for navigation lock miter gates at Little Goose Dam in Dayton, Washington. The cylinders must be double-acting, non-cushioned, and designed to operate in temperatures ranging from -20 to 150 degrees Fahrenheit while withstanding 2660 psi with a safety factor of 3. Interested firms must respond by August 13, 2025, by emailing specific information to kristin.n.kreutzer@usace.army.mil, including their company name and point of contact, business size classification under NAICS code 333995, UEI number from SAM.gov, and confirmation of their ability to meet delivery requirements. The government emphasizes this is not a formal solicitation but a planning tool to determine procurement strategies, and firms should only respond if they intend to participate in the future solicitation. Technical specifications require compatibility with environmentally acceptable lubricants and include detailed welding and materials requirements.
This opportunity is designated as a Total Small Business set-aside under solicitation number W912EF25QA041, with no incumbent contractors specifically mentioned in the documentation. The procurement involves manufacturing three new hydraulic cylinders plus one rebuild kit containing replacement seals and wear rings, with delivery required within 20 weeks of contract award to Little Goose Dam. The cylinders come with a minimum one-year warranty on workmanship and must conform to detailed engineering drawings provided by Parker-Hannifin Corporation that specify precise dimensional measurements and mounting configurations. While no specific contract value is disclosed in this pre-solicitation phase, the technical complexity and specialized nature of the hydraulic cylinders for critical infrastructure suggests a substantial procurement value. The project falls under the Fluid Power Cylinder and Actuator Manufacturing NAICS category and Commercial and Industrial Gas Cylinders PSC classification, indicating the specialized industrial nature of the required equipment.
