About this opportunity

The U.S. Customs and Border Protection (CBP) intends to issue a sole-source firm-fixed-price delivery order to LexisNexis for an annual online subscription to comprehensive law enforcement, legal, and business database services. The subscription will include Lexis+, Regulations Compare, Shepard's at Risk, LexisNexis Dossier Suite, Matthew Bender Publications, CourtLink, and various news services from national, regional, and local newspapers. The procurement is specifically for the CBP's Office of Information Technology Information Resource Center to provide critical research and information management services for legal and law enforcement personnel across multiple CBP offices. Under Federal Acquisition Regulations 16.505(b)(2)(ii)(B), the agency is pursuing a non-competitive procurement because these specific databases are only available directly from LexisNexis. Interested parties have until 16:00 Hours EST on December 19, 2024, to submit written responses via email to ryan.lastrella@chbp.dhs.gov demonstrating their capability to fulfill the requirement.

The pre-solicitation notice indicates no specific set-aside designations for this procurement. The delivery order will be awarded against the Library of Congress/FEDLINK Indefinite Delivery Indefinite Quantity (IDIQ) Contract no. LCFDL23D0035, with a performance period from January 1, 2025, through December 31, 2025. If no acceptable alternative responses are received by the specified deadline, CBP will proceed with negotiations directly with LexisNexis as the sole source. The procurement falls under the Book Publishers NAICS category (513130) and the Support-Administrative: Library PSC category (R605). The total contract value is not explicitly stated, but it covers a comprehensive annual subscription to multiple database and research services required by various CBP offices, including the Office of Trade, Office of Chief Counsel, Office of Professional Responsibility, and Office of Intelligence.
