About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking to procure LexisNexis legal research services through a sole source Firm Fixed Price (FFP) contract with RELX INC. The procurement is for two contract line items (CLINs): 45 user licenses for headquarters and 35 user licenses for NAVSEA Warfare Centers, specifically for the OGC Base Research Package that includes Lexis+ with Federal Government Enhanced access and Public Records/SmartLinx. This is a combined synopsis/solicitation for commercial items, with an all-or-none requirement meaning partial quotes will be deemed non-responsive. Offerors must be registered in the System for Award Management (SAM) and submit electronic quotes in PDF or MS Word format by May 23, 2025. The government will evaluate and award the contract to the responsible offeror whose quote fully complies with solicitation terms, is determined to be fair and reasonable, and provides the most advantageous offer based on criteria outlined in sections L and M of the solicitation.
The solicitation does not specify a small business set-aside and is categorized under NAICS code 519290 for Web Search Portals and All Other Information Services. The contract will cover a one-year period from June 1, 2025 to May 31, 2026, with performance to take place at NAVAL SEA SYS in Washington, DC 20376. While specific dollar values are not disclosed in the documents, the procurement involves 80 total user licenses for LexisNexis research services. The procurement process is being conducted by the Naval Surface Warfare Center (NSWC) Corona Division, which intends to use other than full and open competition to directly award the contract to RELX INC. Interested parties are encouraged to review the solicitation and submit capability statements, though this is not a competitive quote request. Any amendments to the Request for Quote will be published on the solicitation website, and offerors are advised to monitor for updates.
