About this opportunity

The U.S. Army Corps of Engineers, Detroit District, is procuring breakwater repair services for Lexington Harbor, which involves transforming the existing permeable north breakwater structure into an impermeable structure through construction of a grout curtain wall using chemical and cementitious grout materials, along with reconstruction of the existing Portland cement concrete walkway atop the structure. The project objective is to prevent sand infiltration through the breakwater, which has been exacerbated by voids in the permeable rubble mound structure. The solicitation, issued January 23, 2026, underwent three amendments that extended the bid due date, incorporated Davis-Bacon Act wage determinations, extended the request for information period, and revised specification sections. The original bid due date of March 12, 2026, was extended through the amendments to accommodate additional site documentation and clarifications. Contractors were required to conduct site visits and acknowledge all amendments in their submissions, and the government estimate for base work was $11,670,060.10 with an optional phase valued at $1,094,658.31.

This solicitation is designated as a Total Small Business set-aside, restricting competition to qualified small businesses. Two contractors submitted bids by the extended deadline: M-K Construction Co Inc with a base bid of $9,787,498.00 and optional work valued at $2,299,397.00, and Dean Marine and Excavating, Inc., with a base bid of $10,575,401.79 and optional work at $2,857,013.13. The total contract value ranges from approximately $9.8 million to $13.2 million depending on the selected contractor and exercise of the optional phase. The work will be performed in Lexington, Michigan, and encompasses drilling and grouting operations, verification borings, topcoat void fill operations, handrail dismantling and reassembly, and concrete cap demolition and replacement along the breakwater structure from Station 6+00 to 16+00, with an optional phase extending further. Bids were opened on March 12, 2026, with the official confirmation of offers recorded on March 13, 2026.
