About this opportunity
The Naval Surface Warfare Center, Corona Division is seeking to establish an Other Transaction Agreement with a single Consortium Management Firm to develop and mature technologies that support advanced maritime superiority approaches under the authority of 10 U.S.C. 4022. The firm will manage a consortium of traditional and non-traditional defense contractors across five primary technology areas: Network Architecture and Infrastructure, Cyber, Big Data Analytics/Artificial Intelligence/Machine Learning, Advanced Computing and Software Engineering, and Virtualization. Key requirements include managing consortium operations, attracting and retaining member companies, facilitating proposal development, reducing prototype development costs, and minimizing barriers to entry for small businesses and non-traditional vendors. Proposals will be evaluated on five equally-weighted factors: Management of the Consortium, Engagement of Non-Traditional Contractors, Fee Rates and Structures, Past Performance, and Technology expertise. The proposal deadline is March 2, 2026, and all submissions must be sent via email to Kim Chu at kimhoang.chu.civ@us.navy.mil with the subject line "N642672698000 COMPANY NAME"; proposals remain valid for 180 days from submission.
There is no set-aside designation for this opportunity. The Government estimates approximately 25 projects totaling $30 million in funding for the first year, with anticipated growth in subsequent years, and the base agreement will establish a 72-month period with an optional 48-month extension for a maximum duration of 120 months. The Consortium Manager will be prohibited from performing prototype projects but will oversee financial administration, reporting, and day-to-day management of government-selected projects across the five technical areas. Prospective offerors must demonstrate facility clearance status, adequate accounting systems compliant with Federal Acquisition Regulation cost principles, and current registration in the System for Award Management throughout the agreement duration. Specific proposal page limits apply to each section: Management of the Consortium (no limit), Engagement of Non-Traditional Contractors (10 pages), Fee Rates and Structures (10 pages), Past Performance (10 pages), and Technology (10 pages). The place of performance is associated with the Naval Surface Warfare Center, Corona Division, supporting advanced maritime technology development initiatives.
