About this opportunity
The National Institute of Mental Health (NIMH), part of the Department of Health and Human Services, has issued a Special Notice for the renewal of their Accessibility Management Platform (AMP) Team Edition subscription from Level Access, Inc. This procurement is structured as an 8(a) sole source acquisition under NAICS code 541519 for computer-related services. The notice was posted on June 30, 2025, and seeks to renew the annual subscription that enables NIMH to test electronic and information technology for accessibility compliance. The base contract period will run from August 1, 2025, to July 31, 2026, with four potential option years available. This renewal is essential for NIMH's continued compliance with federal accessibility requirements.
The primary objective of this procurement is to maintain NIMH's ability to comply with the 1998 amended Rehabilitation Act, which mandates that federal agencies ensure their electronic and information technology is accessible to people with disabilities. Level Access, Inc. has been identified as the sole source provider due to their proprietary testing methodology that combines automated testing, manual evaluation, and functionality testing by individuals with disabilities. Interested parties must submit their responses electronically by July 15, 2025, at 12:00 PM EST, including unit pricing, delivery periods, and business size certification details. The AMP platform provides comprehensive accessibility violation identification, remediation recommendations, and code-level guidance that NIMH requires for testing the 508 accessibility of applications they develop. This sole source approach reflects the specialized nature of the accessibility testing requirements and the unique capabilities of Level Access's platform in meeting NIMH's compliance obligations.
Notice text

The existing “AMP (Accessibility Management Platform) User Subscription” is used by NIMH HQ to provide custom software design and development for NIMH and for the aforementioned purpose. The AMP license renewal/upgrade itself is necessary for NIMH HQ to continue to provide an automated method for testing the 508 accessibility of the applications produced by NIMH.
