About this opportunity

The U.S. Army Corps of Engineers, Engineering District Kansas City is seeking qualified lessors to provide approximately 2,200 square feet of office and related space in Burlington, Iowa to replace the Government's current leased facility. The agency will evaluate alternate space options based on economic advantage, considering factors such as space availability, relocation costs (including physical move expenses, tenant improvement replication, and telecommunications infrastructure), and potential agency downtime. Prospective lessors should contact Realty Specialist Rick Randle at rick.randle@usace.army.mil or 816-389-3933 to submit information about available space. The pre-solicitation notice was posted on March 4, 2026, with responses due by March 29, 2026. The Government's evaluation will prioritize cost-effectiveness and operational continuity when determining whether to relocate from the current leased premises.

This opportunity does not include a set-aside designation, and no specific incumbent contractor is identified in the notice. The lease will require the lessor to provide comprehensive building services including utilities, high-speed internet and phone service, HVAC system maintenance (maintaining temperature ranges of 70°F minimum during heating season and 78°F maximum during cooling season), janitorial services, landscaping, snow removal, pest control, and designated parking. The lessor must maintain public liability insurance of $1,000,000 and property damage insurance of $500,000, and the lease term will be established with potential one-year renewal options available at the Government's discretion. While specific cost information is not detailed in the pre-solicitation notice, the lease structure will include monthly rent payments via electronic funds transfer, with initial tenant alterations to be cost-shared between the lessor and the Government. The lease will incorporate standard Federal Acquisition Regulation and General Services Administration clauses covering performance requirements, environmental compliance, hazardous materials assessment, and mold remediation obligations.

Notice text

The US Government currently occupies office and related space in a building under lease in Burlington, Iowa that will be expiring. The Government is considering alternate space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. The amount of square footage needed is approximately 2200 square feet. Information should be sent to Realty Specialist Rick Randle, at rick.randle@usace.army.mil, 816-389-3933.
