The Department of Homeland Security, Customs and Border Protection, seeks an Indefinite Delivery/Indefinite Quantity contract for Less Lethal Specialty Munitions (LLSM) including distraction devices, specialty impact munitions, and area saturation munitions for hand delivery and 40mm launcher deployment, with proposals due May 29, 2026, at 2:00 p.m. ET. The procurement is a total small business set-aside with a single anticipated award, though the agency reserves the right to make additional awards if in its best interest.

Place of performance is Harpers Ferry, West Virginia. The contract covers a five-year ordering period with a minimum guarantee of $10,000 and maximum value not to exceed $49.9 million. Delivery orders will be issued as firm fixed-price and may include Federal Priorities and Allocations System ratings.

Technical requirements span hand-delivered pyrotechnic canisters (smoke, CS, OC, and colored variants), non-pyrotechnic indoor/outdoor grenades, hand-delivered rubber ball grenades, 40mm launched specialty impact munitions, crowd management projectile cartridges, controlled noise and light distraction devices, 40mm ferret rounds, training kits, thermal aerosol fog solutions, and respiratory protection equipment. All products must meet or exceed Defense Technologies reference part numbers. Offerors must provide make/model specifications, manufacturer's warranty certificates, and letters from authorized distributors or manufacturers. Administrative requirements include five-year shelf life warranties, FOB destination delivery within 60 days of order or upon ATF approval, pre-production meetings within 30 days of award, vendor quality control, bi-annual delivery reports, and quarterly warranty reports. Contractors must comply with CBP Use of Force Policy (January 2021) and flow FAR clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors) to all subcontractors at any tier except those performing work outside the United States.

Amendment A00002 is issued to incorporated the revised Statement of Work (SOW) dated 5-5-2026 and revised Pricing Sheet. This change deletes (strikes out) section 4.6.6 of the SOW.  Offerors may submit either the original or revised pricing sheet. Note that section 4.6.6 will be change to $o.oo for all pricing periods and not added to the total evaluated price.
