About this opportunity

The Department of Veterans Affairs Veterans Health Administration is seeking a contractor to provide Legionella water testing services for the Alaska VA Healthcare System through a firm fixed price contract with a base period plus four option years. The procurement requires quarterly collection and analysis of 80 water samples using semi-selective culture media and specific cultivation procedures for Legionella species detection, with rapid testing methods like PCR and DFA explicitly not recommended. The testing laboratory must hold certification under either the CDC's Environmental Legionella Isolation Technique Evaluation (ELITE) program or Public Health England's Legionella External Quality Assessment (EQA) scheme, demonstrating proficiency in culturing Legionella from environmental samples. Additionally, the laboratory must maintain environmental microbiology accreditation from a recognized accrediting program and provide detailed sampling, preservation, handling procedures, and chain-of-custody protocols. This sources sought notice, classified under NAICS code 541620 for Environmental Consulting Services, requires responses by September 2, 2025, at 3:00 PM Pacific Time.

This procurement opportunity carries no set-aside designation and will be competed under full and open competition parameters. The contract structure involves quarterly testing cycles with 80 water samples collected by VHA staff at selected Alaska VA Healthcare System sites, with the contractor responsible for laboratory analysis and reporting services. The NAICS code 541620 carries a small business size standard of $19 million, indicating the potential scale of this multi-year testing contract. No incumbent contractors or specific budget ranges are identified in the available documentation, though the base-plus-four-option-years structure suggests a potential five-year total performance period. The government emphasizes that this is a market research initiative to identify qualified sources for developing the procurement strategy rather than a formal solicitation.

The testing laboratory shall meet the requirements of Appendix C, paragraph 2b of VHA Directive 1061 Prevention of Healthcare-Associated Legionella Disease and Scald Injury from Potable Water Distribution Systems found at the following website: http://www.va.gov/vhapublications/publications.cfm?pub=1

The laboratory must also have environmental microbiology accreditation by a recognized accrediting program. The testing laboratory shall provide specific sampling, preservation, handling procedures, and chain-of-custody protocols to be followed for the samples. The testing laboratory shall provide quantitative Legionella reports containing the following report information: Legionella pneumophila serotype 1, Legionella pneumophila serotype 2-14, and other Legionella species.

Sterile sample bottles with sodium thiosulfate added for de-chlorination of water shall be received from the laboratory the first week of each quarter. The VA will collect samples and send them to the laboratory for testing along with a chain of custody. The laboratory will send back completed chain of custody, any findings and results of analysis.
