About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking to replace current fluorescent lights with LED lights in the office area at Building C-54 at Naval Weapons Station EARLE in Colts Neck, New Jersey. This lighting upgrade project is necessary to provide a well-lit office environment that meets both energy efficiency and OSHA requirements as FEMA staff returns to full-time office work. The contract scope includes pre-installation assessment, procurement and installation of LED fixtures meeting specific quality standards (4000-5000K color temperature, CRI of 80+), and integration of occupancy sensors and dimmers in conference rooms. The procurement will be awarded on a best-value basis considering four evaluation factors: Technical Approach, Quality Control Plan, Past Performance, and Price, with non-price factors being slightly more important than price. Questions are due by August 14th at 5pm EST, site visits are scheduled for August 4th and 5th at 11 AM EST, and proposals are due August 19th, 2025.
This procurement is designated as a total small business set-aside under NAICS code 238210 for Electrical Contractors and Other Wiring Installation Contractors. The project involves replacing approximately 190 2x4 LED fixtures and 25 2x2 LED fixtures throughout the facility, including office areas, conference rooms, hallways, and support spaces such as server rooms and supply areas. The contract has a one-year performance period with work to be completed between 0700-1700 EST, Monday through Friday. All work must be performed at Naval Weapons Station EARLE in Colts Neck, New Jersey, and contractors must comply with Navy security requirements including completion of NAVSEC5512 forms and meeting specific entry requirements such as US citizenship, English proficiency, Real ID, and clean background checks. The solicitation does not specify the contract value, but the comprehensive nature of the lighting replacement project throughout Building C-54 suggests a substantial scope of work.
