About this opportunity

The U.S. Fish and Wildlife Service issued this sole source justification notice on March 10, 2026, for annual maintenance services for specialized aquaculture equipment at Leavenworth National Fish Hatchery in Washington. The contract covers preventive and emergency maintenance services, including necessary parts, for four SITA UV400/18 TC UL disinfection units and three HEX X33HP microscreen drum filters that comprise the facility's partially-recirculating aquaculture system (pRAS). Integrated Aqua is the sole awardee, as the justification establishes they are the only known service provider with the specialized expertise, manufacturer-specific training, and operational knowledge required to safely service these systems while the hatchery's live fish operations are running. The agency determined that no other vendors possess the technical capability to meet Leavenworth's requirement for emergency response within one business day or access to original equipment manufacturer parts. This annual maintenance is critical to supporting the hatchery's mission of rearing approximately 280,000 spring Chinook salmon annually while maintaining water quality standards and equipment longevity. The notice was posted for information purposes only, with capability statements from interested parties accepted through March 25, 2026, and pricing will be established through comparison to previous requisitions.

The U.S. Fish and Wildlife Service, Leavenworth National Fish Hatchery, intends to award a firm-fixed-price sole source contract under the authority of FAR 13.106¿1(b)(1)(i) to Integrated Aqua. The requirement is for annual maintenance services, including necessary parts, for four SITA UV units and three HEX Microscreen Drum Filter units associated with the partially-recirculating aquaculture system (pRAS) at the hatchery.

Integrated Aqua is the only known service provider with the specialized expertise, operational knowledge, and manufacturer-specific experience necessary to safely service and troubleshoot the SITA UV400/18 TC UL systems and the HEX X3¿3HP microscreen drum filters while live fish or sensitive aquatic systems are operating. Their technicians possess unique training relevant to these specific units, have the ability to procure OEM parts, and can meet the hatchery¿s requirement for responding to equipment emergencies within one business day. No other vendor has demonstrated the capability to meet these technical and operational needs.

The annual maintenance performed under this contract is essential to ensure safe and effective operation of the pRAS facility, supporting the rearing of approximately 280,000 spring Chinook salmon each year. Proper servicing of the UV and drum filter systems maintains water quality, protects fish health, and preserves the longevity of this specialized equipment.
