About this opportunity
The Department of the Navy Naval Supply Systems Command is conducting market research to procure a 60 KVA Diesel Generator for the Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, WA. This pre-solicitation notice seeks to identify potential contractors capable of providing an emergency power supply system generator with specific technical requirements, including 480VAC 3-phase output, an integrated double-wall fuel tank, and NEMA 3R ISO enclosure. Interested companies must submit a notice of interest by December 16, 2024, detailing their business size, performance history, organizational capabilities, and technical specifications. The evaluation will focus on five key areas: business size classification, past performance record, organizational and technical capabilities, intent to propose, and technical documentation. The government will assess responses to determine industry interest and potential contractor suitability for a future solicitation.
The pre-solicitation notice does not indicate a specific set-aside designation, meaning both small and large businesses under the NAICS code 532490 can participate. The expected generator usage is less than 20 hours per calendar year, with on-call technical support requiring a 4-hour response time and 48-hour repair/replacement service. While no specific award value is mentioned, the small business size standard for this NAICS category is set at $40 million or less in average annual receipts. The generator must meet stringent technical requirements, including National Electrical Code and NFPA 110 standards, EPA off-road certification, and include comprehensive monitoring systems for critical operational parameters. Potential contractors should be prepared to provide operation/maintenance manuals and conduct one hour of on-site training upon delivery, with the government providing forklift and rigging services for loading and unloading.
