About this opportunity

The Department of the Army Corps of Engineers Engineering District Omaha is seeking to procure a lease for office space totaling 2,455 square feet in Menomonee Falls, Wisconsin. This solicitation is open to all eligible contractors with no set-aside designation. The Government will evaluate proposals based on the economic feasibility of securing alternate space compared to renewing the current lease, taking into account factors such as space availability, janitorial services included in the lease terms, and relocation costs including physical move expenses, tenant improvement replication, telecommunications infrastructure setup, and potential agency downtime. The evaluation criteria specifically emphasize total cost of ownership rather than lease price alone. The proposal due date is November 24, 2025, providing potential offerors with five days from the posting date of November 19, 2025 to submit their responses.

This is an unrestricted procurement with no small business or other set-asides applied. The solicitation does not specify a budget range or award value, leaving pricing and terms to be negotiated based on competitive responses. The lease requirement is for 2,455 square feet of office and related space in Menomonee Falls, WI 53051. The procurement is classified under NAICS 531120 (Lessors of Nonresidential Buildings) and PSC X1PZ (Lease/Rental of Other Non-Building Facilities), indicating standard commercial real estate leasing. Performance will take place entirely at the Menomonee Falls, Wisconsin location, where the Government currently occupies space under an expiring lease.

Notice text

The US Government currently occupies office and related space in a building under lease in Menomonee Falls, Wisconsin that will be expiring.  The Government is considering alternate space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, janitorial services provided in the lease, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
