About this opportunity

The Federal Bureau of Prisons (FBOP), a component of the U.S. Department of Justice, is conducting market research through a Request for Information (RFI) to identify vendors capable of providing a secure, cloud-based, commercial-off-the-shelf (COTS) Learning Management System (LMS). The LMS will support and modernize inmate education programs, reentry preparation efforts, and staff training and development functions across approximately 120 correctional institutions. Key requirements include FedRAMP Moderate Impact Level authorization, role-based access controls for multiple user groups including inmates and staff, integration with existing FBOP systems, offline learning capabilities, course authoring tools, Section 508 accessibility compliance, and SCORM/xAPI compatibility. Vendors must provide comprehensive responses addressing company overview, LMS product details, technical capabilities, implementation strategy, security compliance, and past performance within a 20-page maximum limit. The RFI response deadline is 8:00 AM EST on August 7, 2025, with submissions required in PDF format to the designated contracting officers Stephen Pupillo and Paul Brown.

This opportunity does not utilize any set-aside designations and is open to all qualified vendors. The RFI does not identify any current incumbents or existing contractors for similar services within the Bureau of Prisons system. No specific award values, budget ranges, or contract ceiling amounts are disclosed in the pre-solicitation notice, as this is strictly a market research exercise. The system must support operations across approximately 120 correctional institutions nationwide, indicating the substantial scale of the potential future procurement. The FBOP emphasizes that this RFI is solely for market research purposes and does not guarantee any future procurement opportunity or contract award.
