About this opportunity

The Department of the Air Force, Air Education and Training Command (AETC) is seeking a contractor to provide eMentor Course Delivery and Management Services for the U.S. Air Force Air University and Air Force Culture and Language Center. The primary objective is to deliver synchronous, online foreign language courses using a virtual school platform with interactive whiteboard, real-time audio, and video capabilities. Contractors must possess existing technology and be fully operational on the first day of the contract's performance period, with no time allowed for developing infrastructure after award. The evaluation will be a competitive Performance-Price Tradeoff (PPT) best value source selection, where past performance and price will be closely weighted, and technically acceptable offers will be treated equally. Proposals are due by March 31, 2025, with the solicitation expected to be issued on sam.gov, and the government intends to award the contract without discussions, requiring offerors to submit their most competitive initial proposal.

The contract is a 100% small business set-aside with a North American Industry Classification System (NAICS) code of 611630 (Language Schools) and a size standard of $20,500,000. The contract will use a firm-fixed-price labor hour mechanism, and while specific award value is not disclosed, the size standard suggests significant potential contract value. Proposals must be submitted in four separate volumes: Summary and Miscellaneous Data, Technical Proposal, Past Performance Information, and Price Proposal. The government reserves the right to award to a higher-priced offeror if their past performance confidence rating justifies the price premium. No paper copies of the solicitation will be issued, and telephone requests will not be accepted. Offerors must demonstrate they can immediately provide a fully functional virtual language training platform with an existing instructor pool and technological infrastructure.
