The US Coast Guard Base Kodiak is seeking contractors to provide lead contaminated debris pickup and disposal services through solicitation 31140PR250000194, issued as a Request for Quotation under NAICS code 562111. The contractor must prepare, ship, and dispose of hazardous waste consisting of lead-contaminated debris from the base's Small Arms Firing Range, including rubber stop granules, gum sheets, bullets, and plastic materials contained in SuperSack containers totaling 14 cubic yards. Key requirements include using only qualified facilities and transporters from the Defense Logistics Agency Disposition Services list, complying with all federal and state environmental regulations, providing proper documentation including manifests and certificates of disposal, and performing waste removal during normal base working hours. The evaluation will be conducted on a best value basis where technical capability, including experience working in Alaska, is more important than price. This acquisition is conducted under full and open competition with no set-aside designations, and no incumbent contractors are identified in the solicitation documents. The period of performance requires submission of a shipping plan within 30 days of award and completion of shipment within 90 days of award. All work will be performed at USCG Base Kodiak in Alaska, with Service Contract Labor Standards applicable including a Supply Technician GS-7 wage rate plus hazardous differential.
