About this opportunity

The U.S. Army Corps of Engineers Rock Island District is requesting quotes for the supply and delivery of up to 375 cubic yards of ready-mix concrete to Lock and Dam No. 15 Boat Ramp on Rock Island Arsenal, with quotes due by June 18, 2026 at 2:00 PM CST. This is a total small business set-aside. A call order was issued to current blanket purchase agreement holders; quotes submitted in response to this Special Notice will be considered for award only if they are lower than all BPA holder offers.

The concrete must meet 4,500 PSI strength with 5 to 8 percent air entrainment, maximum 35 percent pozzolan content, and maximum 1-inch aggregate size. Ready-mix concrete must be sourced from no further than 35 miles of the delivery address. Concrete shall be delivered on a call-in, as-needed basis with a five-yard minimum per delivery to avoid small load charges. The contract includes pricing for both mixed concrete (Line Item 01) and placement truck services with operator (Line Item 02) for up to three calls, with placement capable of reaching up to 120 feet away.

Interested contractors must submit a completed bid schedule from the attached statement of work to the Government point of contact, Cory Wildermuth (Cory.R.Wildermuth@Usace.Army.Mil or 309-314-1375), before the deadline. The contractor point of contact must establish delivery scheduling within seven calendar days of award. Delivery drivers require approved access badges obtained through the Rock Island Arsenal Visitor Center. Payment will be based on actual quantities delivered, not maximum bid quantities. The contract delivery period concludes no later than September 30, 2026.

Notice text

The U.S Army Corps of Engineers (USACE) require the supply and deliver up to 375 cubic yards of ready-mix concrete to the indicated L&D No. 15 Boat Ramp on the Rock Island Arsenal. Concrete shall be delivered on a call in as needed basis by scheduling a “will call” for each delivery. Concrete shall be 4,500 PSI with air entrainment at 5 to 8 percent. Concrete slump will be determined at time of each scheduled delivery. Concrete shall be ordered at a minimum of five yards per delivery to avoid any small load charges to be placed by USACE personnel and floating plant assets.

A call order was issued via email to all current blanket purchase agreement (BPA) holders to submit quotes by 24 June 2026 at 2:00 PM CST. In accordance with RFO FAR 5.101(a)(1) proposed contract actions expected to exceed $20,000 must be disseminated by synopsizing in the Government wide point of entry, which is https://www.sam.gov.

Interested vendors may submit a quote by completing the bid schedule in the attachedstatement of work and sending it to the email contacts listed below before the deadline posted on this notice. Unless a quote received via this notice is less than the lowest priced offer received from the BPA holders, quotes submitted in response to this notice will not be considered for award. In the unlikely event that an award is made from response to this notice the terms and conditions would be similar to the Concrete Purchase Order Terms found in the Attachments/Links section below.
