About this opportunity
The Bureau of Land Management Nevada Region seeks firm-fixed-price quotes for archaeological projects addressing inventory, evaluation, protection, and management of cultural resources in Lincoln County, Nevada, funded through proceeds from the Lincoln County Land Act of 2000, with proposals due August 14, 2026, and questions due July 30.
Place of performance is Lincoln County, Nevada. Eligible applicants include public entities, universities, government agencies, and non-federal contractors. Federal agencies awarded contracts will execute Interagency Agreements under FAR Part 17.5; all other entities will operate under simplified acquisition procedures with firm-fixed-price terms. Offerors must be registered in SAM and hold a current Cultural Resources Use Permit from BLM Nevada State Office or demonstrate qualifications to obtain one.
Projects must address one or more of four priorities: developing science-based methods using innovative technology in archaeological preservation and research; developing and implementing public outreach and educational projects; developing and applying historic contexts of archaeological resources; and conducting archaeological identification and evaluation research. Archaeological resources must be at least 100 years old as defined by the Archaeological Resources Protection Act. Projects must comply with National Park Service standards for historic contexts, Section 508 accessibility requirements for web-based materials, and appropriate redaction of sensitive archaeological site information per Section 9 of the Archaeological Resources Protection Act. Construction projects are limited to federal agency submissions; projects involving Architect-Engineering services are ineligible.
The contract period shall not exceed five years. Technical proposals must not exceed 15 pages (11-point font, one-inch margins), with separate budget documentation required. Evaluation uses best-value trade-off methodology weighting technical capability and past performance equally to price. Quarterly and annual performance reports are required. The NAICS code is 541990. Service Contract Act wage determination 2015-5599, Revision 30 applies. Electronic invoicing through the Treasury Internet Payment Platform is required. The BLM will make multiple awards up to available funding.
