About this opportunity

The Naval Sea Systems Command (NAVSEA) is seeking to procure spare parts for LCAC 100 Class MT7 Turboshaft engines through a sole-source contract modification with Rolls-Royce Corporation. This pre-solicitation notice, posted on July 21, 2025, indicates the government's intent to award a Firm Fixed Price modification to existing commercial contract N00024-25-C-2405. The procurement will be conducted under statutory authority 10 U.S.C. 3204(a)(1) and FAR 6.302-1, as Rolls-Royce is identified as the sole manufacturer and only responsible source for these specialized engine spares. The acquisition will follow FAR Part 12 procedures for commercial products and services, with negotiations planned on a sole-source basis rather than through competitive bidding. Interested parties have until August 5, 2025, though this notice serves informational purposes only and is not a request for competitive proposals.

This procurement does not utilize any set-aside designation and will be awarded directly to Rolls-Royce Corporation, located at 450 S. Meridian St., Indianapolis, IN 46225, as the incumbent contractor under the existing commercial agreement. The contract modification represents a continuation of the current contractual relationship for these critical turboshaft engine components used in the LCAC 100 Class vessels. While specific award values and quantities are not disclosed in this pre-solicitation notice, the government has indicated that any determination not to compete this contract remains solely within their discretion. Companies seeking subcontracting opportunities are directed to contact Rolls-Royce directly through Ms. Nicola Baker at Nicola.Baker@rollys-royce.com. The procurement falls under NAICS code 336412 for Aircraft Engine and Engine Parts Manufacturing and PSC code 2840 for Gas Turbines and Jet Engines.
