The requirement calls for a commercial rigid inflatable boat (RIB) measuring 28-29 feet in length with minimum 20-person occupancy capacity, specifically designed for law enforcement marine patrol operations and manufactured by a U.S.-based producer specializing in law enforcement and military applications. The watercraft must include comprehensive standard equipment including a heavy duty fiberglass hull, military-grade ORCA Hypalon tubes with 5-year warranty, twin 225hp Mercury engines, dual Simrad GPS displays, law enforcement lighting and siren systems, gun cabinet with timer lock, shock mitigation seats, and aluminum dual-axle trailer. Interested vendors must submit capability statements not exceeding 10 pages that include company information, business size classification, relevant experience, and past government contract performance. The submission deadline is 10:00 AM EST on August 22, 2025, with responses directed to Contracting Officer Donna Poteat and Contract Specialist Scott Nunley.
This procurement is designated as a 100% small business set-aside under NAICS code 336612 (Boat Building Services) with a size standard of 1,000 employees, and will be awarded as a firm-fixed-price contract with only one award anticipated. No incumbent contractors or current service providers are identified in the documentation. While no specific budget range or award value is disclosed, the specialized nature of the requirement suggests a significant investment given the extensive equipment specifications and military-grade components required. Delivery must be completed within 30 calendar days following contract award, with minimum warranty requirements of 5 years for the hull, 3 years for the motor, and 2 years for the trailer. The notice emphasizes that this is strictly a market research activity and does not constitute a commitment to issue a formal solicitation or award a contract. Telephone inquiries will not be accepted, and no feedback or evaluations will be provided to vendors regarding their submissions.
