About this opportunity

U.S. Immigration and Customs Enforcement, Office of Acquisition Management, issued a notice of intent to sole-source award an interim contract to LexisNexis Risk Solutions Inc. for law enforcement investigative database subscription services by August 14, 2026. The sole-source justification invokes FAR 6.302-1, citing LexisNexis's proprietary LexID and Accurint Virtual Crime Center capabilities—integrated data, analytics, visualization, identity-linking, and relationship-mapping functions—as unavailable from another source within the required timeframe. Homeland Security Investigations requires continued access to support investigative, screening, vetting, lead development, criminal analysis, intelligence operations, and tactical planning across more than 50 countries and 67 global locations serving over 11,000 users. The estimated total contract value is $6.7 million, covering a seven-month base period and five one-month option periods. The platform must provide entity resolution, API integration with Palantir and PenLink systems, link-chart visualization, sex offender registry searches, batch processing, mobile application access, customizable reporting, artificial intelligence-driven facial recognition, audit trail logging for Office of Professional Responsibility oversight, and incarceration data access for Enforcement and Removal Operations users. The contractor must establish a Quality Assurance Surveillance Plan within 20 days of award, comply with DHS security standards and Section 508 accessibility requirements, ensure all government data remains government property, and maintain continuous 24/7/365 operations. Interested parties may submit a written capability statement by August 14, 2026, demonstrating ability to meet requirements, though the Government's decision not to compete remains solely discretionary.
