This modification/amendment to the titled presolicitation changes the title from 'Lavatory Service Cart and Fly-Away Tow Bar' to 'Lavatory Service Cart'. The description and response date has also been updated due to this correction. See below.


The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure on a non-competitive basis twenty (20) Lavatory Service Carts P/N 950003. These carts meet the unique electrical power and receptacle requirements to comply with the United States Navy (USN) generators: 15 amp 125 volt NEMA 5-15P three prong straight blade with industrial grade grounding pin. This unit also comes standard with an Australian power adapter to fit and convert to a 230 volt, 50 Hertz receptacle, which is pertinent to this unit's functionality. These carts are required to support the P-8A aircraft for both the USN and Royal Australian Air Force (RAAF). The carts are to fill deficits for the USN and support initial site stand-ups. The Government intends to issue a sole source contract to Aero Specialties Incorporated, 11175 W. Emerald St, Boise ID 83713-8932. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, this firm is considered the only responsible source to perform this effort. Aero Specialties Incorporated owns the drawings and since they worked directly with the Navy to generate custom units to meet their needs, it is the only Original Equipment Manufacturer for this item. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
