About this opportunity
The Department of the Army Materiel Command Contracting Command Redstone Arsenal has issued a sole source special notice for the procurement of specialized launcher hard drives. This notice announces ACC-RSA's requirement for Mountain Secure Systems to provide 4 Solid State Drives (SSDs) with highly specific technical specifications including 240GB SLC SATA capacity, Lockheed Martin part number 15001140-501, leaded designation, and Parylene conformal coating with CSA/SP1 certification. The procurement is being conducted under FAR 13.501(a)(2)(i) as a sole source acquisition, with Mountain Secure Systems identified as the only vendor capable of meeting all specified requirements. The drives are essential for the Element (TEC) Hardware-in-the-Loop (HWIL) Laboratory operations supporting the United States Ballistic Missile Defense System. The notice was posted on August 4, 2025, with a response deadline of August 8, 2025.
The primary objective of this special notice is to maintain critical data collection capabilities for the BMDS through the procurement of specialized hard drives that can withstand ruggedized operating conditions and meet specific certification requirements. Market research conducted in June 2025 determined that major manufacturers like Samsung, Micron, and SanDisk could not provide drives meeting the unique combination of SLCND technology, ruggedization requirements, leaded components, and the specific LMCO part number. While this is designated as a sole source procurement, the notice allows all responsible sources to submit capability statements, proposals, or quotations for agency consideration by the August 8, 2025 deadline. The government emphasizes that using alternative vendors could compromise system compatibility and negatively impact the lab's ability to save critical data from real-world and test events. The procurement utilizes NAICS code 334111 for Computer and Peripheral Equipment Manufacturing, and the government will not be responsible for any costs incurred by parties responding to this notice.
Notice text
THIS IS A SOLE SOURCE SYNOPSIS. ACC-RSA has a sole source requirement for Mountain Secure Systems. This is a Sole Source with Mountain Secure Systems IAW FAR 13.501(a)(2)(i). IAW FAR 5.207(c)(15) Mountain Secure Systems is the only source capable of fulfilling the Government's requirement for the renewal. The maintenance is an annual renewable contract. When needed, the Element(TEC) HWIL Lab will contact Mountain Secure Systems for assistance with faults in the equipment. Once a solution is agreed upon, Mountain Secure Systems will execute the maintenance in accordance with the terms and conditions of the contract. No Solicitation documents exist at this time. This item utilizes North American Industry Classification System (NAICS) Code of 334111. IAW FAR 5.207(c)(16_(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The combination of SLCND, ruggedization requirements (Parylene coating and CSA/SP1 certification), the leaded designation, and the specific Lockheed Martin Company (LMCO) part number significantly limited the availability of comparable products. Only Mountain Secure Systems was identified as capable of providing a drive meeting all specified requirements. Using another brand other than Mountain Secure Systems could negate compatibility. If the Element (TEC) HWIL lab does not receive these hard drives, the lab will not be able to save critical data from real-world and test events, which could be detrimental to the United States Ballistic Missile Defense System (BMDS) capability due to lack of critical data. ACC-RSA will not be responsible for any costs incurred by the interested parties in responding to this notice. This notice of intent is not a request for competitive quotes. Phone calls will not be accepted.
