About this opportunity
NASA Kennedy Space Center intends to issue a sole source Blanket Purchase Agreement to Advanced Systems Concepts Associates for Event Sequence Diagrams populated with nuclear launch vehicle accident failure scenarios and outcomes, with a September 11, 2026 deadline at 12:00 PM EST for interested organizations to submit alternative capabilities and qualifications via email to Allyson Grooms at allyson.grooms@nasa.gov.
ASCA developed proprietary processes and mission-specific ESDs based on a comprehensive database of launches across all launch vehicles worldwide, a capability the Government identifies as unique and not known to exist elsewhere. The Government will evaluate submitted capabilities and qualifications solely to determine whether to conduct this acquisition on a competitive basis; the decision to compete or maintain sole-source status remains within Government discretion. NASA Clause 1852.215-84 (Ombudsman) applies; the Center Ombudsman is listed at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf.
Notice text
NASA/KSC has a requirement for Event Sequence Diagrams (ESD) populated with nuclear launch vehicles’ accident failure scenario and outcome services.
NASA/KSC intends to issue a sole source Blanket Purchase Agreement to acquire these services from Advanced Systems Concepts Associates (ASCA) as they have developed their own proprietary process and mission specific ESDs based on their database of all launches for all launch vehicles worldwide; a unique capability unknown to be had by any other company or organization.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Allyson Grooms and allyson.grooms@nasa.gov no later than 12:00 PM EST on September 11, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
