About this opportunity
NASA's Kennedy Space Center is seeking Event Sequence Diagrams (ESD) populated with launch vehicles' accident failure scenarios and outcome services to support probabilistic reliability risk analysis. The agency intends to issue a sole source purchase order to Advanced Systems Concepts Associates (ASCA), who possess a proprietary process and mission-specific ESDs developed from a comprehensive database of worldwide launches across all vehicle types—a capability believed to be unique in the industry. Interested organizations may submit their capabilities and qualifications via email to Allyson Grooms (allyson.grooms@nasa.gov) by February 27, 2026, to be evaluated solely for determining whether the acquisition should proceed on a competitive basis. The government will assess responses to determine if full and open competition is warranted, with this decision remaining solely at the government's discretion. NASA Clause 1852.215-84 regarding the Ombudsman applies to this acquisition, and interested parties may reference the Center Ombudsman listing on the NASA website for additional information.
This procurement carries no set-aside designation and is currently structured as a sole source acquisition with Advanced Systems Concepts Associates as the identified incumbent contractor. The notice does not specify an award value or budget range for the services. The pre-solicitation notice was posted on February 12, 2026, with a response deadline of February 27, 2026, providing interested organizations approximately two weeks to demonstrate their capabilities. The services fall under NAICS code 541511 (Custom Computer Programming Services) and PSC category AR13 (Space R&D Services; Space Flight, Research And Supporting Activities; Experimental Development), indicating this is a specialized research and development effort supporting space launch vehicle safety analysis.
