About this opportunity
NASA's Kennedy Space Center (KSC) has issued a Special Notice for Launch Vehicle Probabilistic Reliability Risk Analysis Services. The notice outlines a potential sole source contract with Advanced Systems Concepts Associates (ASCA) for Event Sequence Diagrams (ESD) related to launch vehicle accident failure scenarios. ASCA has been identified as having a unique capability in developing proprietary ESDs based on a comprehensive global launch database. The opportunity is not set aside for any specific type of business and was posted on February 13, 2025, with responses due by February 28, 2025. The notice falls under the Research and Development in Physical, Engineering, and Life Sciences NAICS category.
Interested organizations are invited to submit their capabilities and qualifications electronically to Allyson Grooms via email by 12:00 PM EST on February 28, 2025. The primary purpose of collecting these submissions is to determine whether the acquisition should be conducted on a competitive basis, with the final decision remaining solely at the government's discretion. NASA will evaluate the submitted capabilities to assess potential competitive alternatives to the sole source approach. Contractors should note that this is not a commercial product or service acquisition under FAR Part 12. The notice also references NASA Clause 1852.215-84, which involves an Ombudsman, and provides a link to the Procurement Ombudsman and Competition Advocate Listing for additional information. Potential contractors should carefully review their qualifications and ability to meet the specialized requirements of developing launch vehicle event sequence diagrams.
Notice text
NASA/KSC has a requirement for Event Sequence Diagrams (ESD) populated with launch vehicles’ accident failure scenario and outcome services.
NASA/KSC intends to issue a sole source contract to acquire these services from Advanced Systems Concepts Associates (ASCA) as they have developed their own proprietary process and mission specific ESDs based on their database of all launches for all launch vehicles worldwide; a unique capability unknown to be had by any other company or organization.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Allyson Grooms and allyson.grooms@nasa.gov not later than 12:00 PM EST on February 28, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
