About this opportunity
The National Aeronautics and Space Administration Kennedy Space Center published a Special Notice for the replacement of three vertical actuators and associated hoses for the Vehicle Motion Simulator 1 (VMS-1) test fixture at the Launch Equipment Test Facility. The total value of the sole source acquisition is estimated at $2,000,000.
The Special Notice seeks to award a sole source contract to MTS Systems Corporation, Inc. to maintain unique test capabilities for programs like Space Launch Systems and Exploration Ground Systems. Contractors must submit proposals by July 21, 2021 to replace the actuators and ensure continued certification of the test fixture without substantial duplication of costs, as MTS designed and installed the proprietary VMS-1 system through prior contracts and provides ongoing maintenance and engineering support. As the original equipment manufacturer with extensive knowledge of and proprietary rights over relevant hardware, software, and installation procedures, MTS is the only responsible source able to fulfill the agency's requirement within the required 10-month period to avoid further operational impacts.
Notice text
NASA John F. Kennedy Space Center (KSC) intends to solicit MTS Systems Corporation, Inc. on a sole source basis for replacement of three new vertical actuators, the associated hoses, as well as the necessary materials and services needed to update the existing Vehicle Motion Simulator (VMS-1) at the Kennedy Space Center’s Launch Equipment Test Facility (LETF). Kennedy Space Center, FL. KSC will conduct this acquisition pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and 13.501(2)(ii), Soliciting from a single source, which states, "[c]ontracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)." The attached Justification for Other Than Full and Open Competition explains the rationale.
