About this opportunity
The United States Trade and Development Agency (USTDA) is seeking a contractor to provide digital infrastructure project scoping and assessment services for Latin America and the Caribbean (LAC) markets. The contractor will conduct a two-year Definitional Mission to evaluate infrastructure projects and develop funding recommendations, delivering up to 15 comprehensive Project Reports and one Final Report assessing proposed feasibility studies, technical assistance, and pilot projects against USTDA's funding criteria. Key qualifications include relevant digital infrastructure consulting experience, demonstrated ability to work on similar contracts within the past three years, and Spanish and Portuguese language proficiency at a general professional level (or provision of professional translation and interpretation services). Evaluation will prioritize technical qualifications including relevant experience and technical approach, followed by past performance on similar contracts and price reasonableness, with all non-cost factors being significantly more important than cost. The proposal deadline is April 16, 2026, at 1:00 PM Eastern Time, submitted via email to contractproposals@ustda.gov in two separate volumes: a maximum 10-page technical proposal and a price proposal using Standard Form 1449.
This is an unrestricted procurement with no set-aside designation, limited to U.S. firms or U.S. individuals, with subcontractor usage capped at less than 50 percent of the proposed price. The contract includes fixed-price Project Report contract line item numbers (CLINs) and a cost-reimbursable not-to-exceed travel CLIN (0004) covering optional travel to up to ten LAC countries, with contractor travel to commence within 30 days of award. The work focuses on priority markets including Argentina, Bolivia, Brazil, Colombia, Dominican Republic, Ecuador, El Salvador, Guatemala, Jamaica, Mexico, and Paraguay, with all performance conducted from Arlington, Virginia. The contract period is two years from award, and all contractor and subcontractor employees must be U.S. citizens or lawful permanent residents, though local staff may be approved by the Contracting Officer on a case-by-case basis. All offerors must maintain active status in the System for Award Management (SAM) database to be eligible for award.
