About this opportunity

The US Geological Survey's Office of Acquisitions and Grants is seeking to procure a Laser-Induced Breakdown Spectroscopy (LIBS) unit for its Geology, Geophysics, and Geochemistry Science Center through Request for Quotation 140G0225Q0082. The LIBS unit must be capable of elemental detection from hydrogen through uranium for stage mapping of rocks, core, billets, and loose sediment, with specific technical requirements including a Nd:YAG laser, comprehensive spectral range, microscope capabilities, gas purge system, precise stage movement, and sophisticated software for data collection and analysis. Quotes will be evaluated under the lowest priced, technically acceptable criteria, with the lowest-priced quote reviewed first for technical acceptability before proceeding to higher-priced alternatives. All vendors must provide technical brochures or specifications demonstrating their proposed equipment meets or exceeds the minimum characteristics, and must quote authentic, manufacturer-certified products in original packaging with no gray market, counterfeit, refurbished, or resale items. Questions regarding this solicitation must be submitted by 1:00 PM EDT on June 20, 2025, with quotes due by 5:00 PM EDT on June 25, 2025.

This procurement is conducted under full and open competition with no set-aside designation, falling under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. The solicitation does not identify any incumbent contractors or current service providers for this requirement. While specific contract values or budget ranges are not disclosed in the solicitation documents, the government intends to award a single, firm-fixed-price purchase order resulting from this competition. The procurement is for a single LIBS unit with delivery required FOB to Denver, Colorado 80225, specifically to the USGS Mineral & Environmental Research facility. The acquisition follows simplified acquisition procedures under FAR Part 13 in conjunction with commercial item policies under FAR Part 12, indicating this is likely a lower-dollar value procurement below the simplified acquisition threshold.
