About this opportunity
The U.S. Army Corps of Engineers, Rock Island District, is seeking large utility sandbags for the National Flood Fight Materiel Center (NFFMC). The procurement involves firm fixed price sandbags with specific technical requirements, including 36"x36"x48" dimensions made of coated polypropylene fabric with a 1,600 denier and 11x11 woven pattern. Each bag must support 2,500 lbs with a 5:1 safety factor, feature four lifting straps, be white in color, and demonstrate UV resistance. The opportunity is classified under NAICS code 314910 for Textile Bag and Canvas Mills, with vendors required to submit supporting evidence and capability statements by February 26, 2025, at 4:00 PM CT. Interested firms can direct questions to John Wysocki and Ryan Larrison at their provided email addresses.
The procurement is specifically set aside for small businesses with a size standard not exceeding 500 employees. Shipping requirements include 4'x4'x4' wooden boxes containing 100 bags, with varied delivery timelines ranging from 48 hours for emergency conditions to 90 days for deliveries outside CONUS. All deliveries mandate side-access trailers for forklift unloading, with advance notice requirements of 24-48 hours depending on urgency. While no specific award value is mentioned, the solicitation suggests a comprehensive need for flood mitigation materials with flexible delivery capabilities. The government will use the submitted capability statements to determine whether to proceed with a competitive procurement, indicating an initial market research phase to assess vendor capabilities and interest.
