The Naval Sea Systems Command intends to award multiple contracts through solicitation N00024-19-R-6314 for conceptual designs of a Large Unmanned Surface Vessel (LUSV). NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate under the authority of FAR 6.302.  This notice of intent is not a request for competitive proposals. Any information or responses received may be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.

Description

The Naval Sea Systems Command intends to award contract modifications, on a sole source basis, to Austal USA, LLC, Bollinger Shipyards Lockport, L.L.C, Marinette Marine Corporation, Gibbs & Cox, Inc., Huntington Ingalls Incorporated, and Lockheed Martin Corporation in accordance with FAR 6.302-1, for a continuation of design studies on the Large Unmanned Surface Vessel (LUSV) Conceptual Design contracts (N0002420C6315, N0002420C6316, N0002420C6317, N0002420C6318, N00024-20-C-6319, and N0002420C6320). Anticipated award date April 2022.

The scope of the requirement will include special studies, design maturation, and analyses and reviews of design alternatives in support of the LUSV program.

As the prime contractors for the LUSV Studies contracts, they possess the ability to provide the required continuity of LUSV design study efforts, without causing unacceptable delays in fulfilling the Navy’s needs. The statutory authority for the sole source is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, supplies or services required by the agency are available from only one or a limited number of responsible sources and no other types of supplies or services will satisfy agency requirements to support the Fleet. INDUSTRY DAY
Program Executive Office, Unmanned and Small Combatants (PEO USC), Unmanned Maritime Systems Program Office (PMS 406) plans to host an Industry Day to discuss the NAVSEA requirement for the development of the LUSV.  The purpose of this Industry Day is for the Government to brief interested Contractors in order to improve Industry's understanding of the LUSV prototyping requirement and anticipated contracting approach.  
The Industry Day is planned to be held in the Washington, DC Metropolitan area.  This synopsis has been modified to include LUSV Conceptual Design Industry Day Registration Form to register for Industry Day.  The exact address will be provided via separate correspondence to pre-registered and confirmed companies only.  Pre-registration is required to attend Industry Day. Walk-ups are not allowed.

The LUSV documents contain controlled information. To obtain this information, potential Offerors must complete the attached "Terms of Use" letter filled out and signed, as applicable. Once completed, the document needs to be sent to the Contracting Officer and Contract Specialist. Upon receipt of the document, the Contracting Officer will review the information and so long as the Offeror is a United States Department of Defense contractor, the Offeror will be permitted to access the NSERC Bidder's Library. The Offeror must possess a PKI certificate or CAC to successfully access the NSERC Bidder’s Library as documents will be posted there as they become available.

Potential Offerors who properly submit a "Terms of Use" letter but do not have a SECRET Security Classification Specification, DD Form 254, are not precluded from accessing the NSERC Bidder's Library.  At the time of award, companies shall have a SECRET Security Classification Specification, DD Form 254, a Defense Security Service (DDS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability.  The Government will not provide sponsorship for new or upgraded personnel or facility clearances.
INDUSTRY DAY
Program Executive Office, Unmanned and Small Combatants (PEO USC), Unmanned Maritime Systems Program Office (PMS 406) plans to host an Industry Day to discuss the NAVSEA requirement for the development of the LUSV.  The purpose of this Industry Day is for the Government to brief interested Contractors in order to improve Industry's understanding of the LUSV prototyping requirement and anticipated contracting approach.  
The Industry Day is planned to be held in the Washington, DC Metropolitan area.  This synopsis has been modified to include LUSV Conceptual Design Industry Day Registration Form to register for Industry Day.  The exact address will be provided via separate correspondence to pre-registered and confirmed companies only.  Pre-registration is required to attend Industry Day. Walk-ups are not allowed.
