About this opportunity

The Federal Emergency Management Agency (FEMA) Office of External Affairs is seeking Language Support Services to support disaster recovery operations related to Hurricane Maria in Puerto Rico under disaster declaration DR-4339-PR. The contractor will provide comprehensive translation and interpretation services for all OEA components including Disaster Operations, Intergovernmental/Congressional and Public Affairs, Private Sector and Resource Management, as well as other FEMA operations collaborating with federal partners, international and domestic organizations, and state/local entities. Key requirements include active registration in the System for Award Management (SAM), completion of the SF1449 form with pricing structure, and submission of all supplemental bid information including contractor assurance statements and telecommunications equipment representations. The solicitation is posted under NAICS code 541930 for Translation and Interpretation Services. The proposal submission deadline is October 6, 2025, providing offerors with a seven-day response window from the September 29, 2025 posting date.

This opportunity is designated as a Local Area Set-Aside, indicating preference for businesses within the disaster-affected region. The place of performance is specified as Millenium Park Plaza, 15 Second Street #310, Guaynabo, Puerto Rico 00968, requiring on-site service delivery in the disaster recovery area. The solicitation includes wage determination requirements under two separate determinations (No. 1987-0989 Revision 74 and No. 1988-0742 Revision 64), suggesting multiple labor categories or geographic considerations for contractor personnel. The contract structure utilizes a Contract Line Item Number (CLIN) pricing format requiring unit prices and total amounts from offerors. No current incumbent contractor or specific contract values are mentioned in the available documentation, though the urgency of the seven-day response period suggests an immediate operational need for language services in the ongoing Puerto Rico disaster recovery effort.
