Added: Oct 31, 2014 11:06 am Modified: Sep 09, 2015 7:37 amTrack Changes The LITES II contract will provide IT support services in the areas of science and engineering applications, Center infrastructure applications not included in IT Infrastructure Integration Program (I3P) scope, data center support, business management applications support, and IT project management support. The IT services under LITES range from the more traditional IT services such as system administration to the more specialized IT that involves the development, maintenance and operation of science and engineering software used in modeling and simulation. Langley has a focused effort to revitalize its capabilities in modeling and simulation, as part of the Comprehensive Digital Transformation (CDT). The goal of CDT is to push the state of the art in modeling and simulation by increasing the level of physics modeled in the numerical simulations as well as increasing the speed and usefulness of the tools. This will allow a shift to more numerical modeling and simulation to answer complex problems. LITES II will play a role in the CDT from an IT perspective in the intersection of IT and science and engineering applications. The majority of work is directly in support of Langley at the Center; however, at times, other NASA Centers, Industry, and Government partners of Langley are also supported.

NASA has received some comments on the LITES II Draft Request for Proposal (DRFP), NNL15ZB1001R, Section L.14(d)(3)(v) Copy of Quality Certification, page 59, requesting a review of whether both the Prime and the Subcontractor need to be rated at Capability Maturity Model Integration (CMMI) Development Maturity Level 2 or just one of the entities (Prime or Subcontractor). NASA is reassessing the DRFP language and intends to modify the CMMI requirement to require any entity (Prime and/or Subcontractor(s)) performing CMMI Level 2 software development be CMMI-Dev Level 2 rated at the time of proposal submission. As a reminder, NASA requests that all DRFP questions be submitted no later than January 8, 2015 to LARC-LITESII@mail.nasa.gov .

Draft Solicitation documents have been uploaded to NAIS and FBO.

A Pre-Solicitation Conference is planned for December 9, 2014. Reference DRFP provision L.7, Pre- Solicitation Conference for details on the conference.

It is anticipated that the LITES II contract will provide enhanced IT support to nearly all Center organizations with the exception of the Langley Science Directorate; however, NASA reserves the right to procure Science Directorate enhanced IT requirements such as data center support and systems administration under the LITES II contract in the future.

Comments are requested in response to the DRFP no later than January 8, 2015, 4:00 PM, Eastern Time. Comments should be sent by e-mail to LARC-LITESII@mail.nasa.gov .

Added: Oct 31, 2014 11:06 am NASA/LARC plans to issue a Draft Request for Proposal (RFP) for Langley Information Technology Enhanced Services II (LITES II) on or about December 1, 2014 with an anticipated Pre-Solicitation Conference on or about December 9, 2015. A Final RFP is anticipated to be released on or about February 6, 2015. The anticipated contract type will be a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with the ability to issue Firm Fixed Price (FFP) task orders. The period of performance will be five (5) years with an estimated contract ceiling of $200,000,000. The work includes system administration (beyond ACES scope); database administration; application management (business and mission application development support). Attached is the draft Performance Work Statement (PWS) and anticipated milestones.

The Government does not intend to acquire a commercial item using FAR Part 12.

The NAICS Code and Size Standard are 541512 and $27.5M, respectively. All responsible sources may submit an offer which shall be considered by the agency.
