About this opportunity
The General Services Administration, Public Buildings Service issued a sole source justification notice for a six-month extension of landscaping and related services at three federal facilities in Ohio: the Anthony J. Celebrezze Federal Building in Cleveland, Carl B. Stokes US Courthouse in Cleveland, and Donald J. Pease Federal Building in Medina. The extension, effective April 1, 2026 through September 30, 2026, was awarded to incumbent contractor Midwest Landscaping Inc. (UEI: L6F1NMBYQ5M8) with an estimated value of $36,970.00. The sole source justification is based on unusual and compelling urgency under 41 U.S.C. 3304(a)(2), as the extension is necessary to maintain service continuity while a competitive procurement for a follow-on contract is underway with an expected award date of August 1, 2026. The contracting officer determined that no other contractors could begin services by the current contract expiration date or possessed the requisite building knowledge and security clearances held by Midwest Landscaping Inc.'s personnel. This non-competitive modification was executed by Contracting Officer Natasha Cunningham on March 2, 2026, and will be posted for a minimum of 30 days in accordance with Federal Acquisition Regulation 6.305.
Notice text
This activity proposes extending the period of performance for Landscaping and related services by six months from April 1, 2026 to September 30, 2026, per FAR clause 52.217-8. At the time of the base contract award, pricing was not requested or evaluated, this will be a non-competitive modification. This extension period is to ensure that GSA has a means to continue performance of services to its facilities between the expiration date of the current contract and the award of the follow-on contract. A competitive procurement process is underway for a follow-on award with an expected award date of August 1, 2026.
Awarded contract 47PF0021D0007 to unknown vendor for unknown amount on 2026-03-03.
