About this opportunity

NASA's Goddard Space Flight Center (GSFC) is conducting market research to solicit capability statements from potential vendors for the development of the Landsat Next (LNext) Spacecraft (SC) triplet constellation, which will consist of three identical observatories designed to provide Earth observation imagery with six-to-nine-day revisits at a sun-synchronous altitude of 653 kilometers. This pre-solicitation notice, posted on September 27, 2023, with a due date of January 30, 2026, explicitly states that no proposals should be submitted and that no solicitation currently exists; however, any future solicitation will be announced on SAM.gov. The government is seeking responses from all interested parties, including small businesses, 8(a) firms, women-owned businesses, service-disabled veteran-owned businesses, and historically black colleges and universities, to determine appropriate competition levels and small business subcontracting goals. NASA has recently updated key procurement documents—including the Statement of Work (SOW), Contract Data Requirements List (CDRL), Mission Assurance Requirements (MAR), and Spacecraft Environmental Requirements Document (SCERD)—based on feedback from an Industry Week event in March 2025, and vendors are invited to submit additional comments and questions to the Contracting Officer (Pavithra S. Tumbapura) and Contracting Officer's Representative (Charles E. Bacon). The evaluation criteria will be based on the feasibility and reasonableness of proposed approaches to meet or exceed the stated requirements for a full and open competition cost-type contract.

No set-aside designations have been applied to this procurement at this time, though the government reserves the right to consider small business, 8(a), women-owned, service-disabled veteran-owned, or HUBZone set-asides based on industry responses. No incumbent contractors or current award values are identified in this market research notice. The Landsat Next mission is designed as a five-year operation with a Class B mission classification, requiring the development of three identical spacecraft equipped with the Landsat Next Instrument Suite (LandIS) featuring 26 spectral bands, a 164-kilometer ground swath, and data transmission capabilities up to 2.6 Gigabits per second via Ka-band communications. The spacecraft development encompasses comprehensive systems engineering, safety and mission assurance, flight software development, integration and test activities, simulator development, launch support, and on-orbit commissioning. It is important to note that all procurement documents are currently in draft form and subject to change, particularly as NASA is assessing alternative mission architectures to support more affordable approaches to maintaining Landsat imagery continuity, as referenced in the Fiscal Year 2026 President's Budget Request.

Update #4 · Latest ·

THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.

This notice is issued by the NASA Goddard Space Flight Center (GSFC) to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.

This notice is not to be construed as a commitment by the Government nor will the Government pay for information solicited.

The Landsat Next mission architecture was originally envisioned to launch three identical observatories on a single launch vehicle. NASA is currently assessing alternative mission architectures to support more affordable ways to maintain the continuity of Landsat imagery per the language in the FY26 President’s Budget Request (PBR). The content of this posting reflects the original triplet mission architecture. These are DRAFT documents and are subject to change once a new mission architecture is announced by the agency. Additionally, other changes may occur as the project continues to mature the documentation.

The Landsat Next project has made significant progress in updating the governing spacecraft procurement documents based on the inputs received during the Industry Week event in March of 2025. Specifically, the spacecraft Statement of Work (SOW), Contract Data Requirements List (CDRL) / Date Items Deliverable (DID), Mission Assurance Requirements (MAR), and the Spacecraft Environmental Requirements Document (SCERD) have all seen notable updates. The updated draft documents are now available through this modified announcement.

As a follow on to the Industry Week event, spacecraft vendors are welcome to provide additional inputs, comments, and questions regarding these updated documents, to the CO (Tumbapura, Pavi - pavithra.s.tumbapura@nasa.gov) and the COR (Bacon, Charles E. - charles.e.bacon@nasa.gov).

Update #1 ·

NASA/Goddard Space Flight Center (GSFC) is hereby soliciting information from potential sources for the development of the Landsat Next (LNext) Spacecraft (SC) triplet constellation of observatories for the LNext Mission; a disaggregated triplet constellation, equally distributed in orbit, that will provide 6-to-9-day revisits at a sun-synchronous altitude of 653 km.

The National Aeronautics and Space Administration (NASA) GSFC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for LNext SC Procurement. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received.

The LNext Mission Synopsis documented in Attachment A provides a summary of the mission requirements, mission architecture, and mission operations concept. This document was used in the solicitation for the ongoing Landsat Next SC studies through the Rapid Spacecraft Development Office (RSDO). This market research RFI is to solicit vendors having the capabilites necessary to meet or exceed the stated requirements for the SC, Observatories, and mission documented in Attachment A through a potential Full and Open Competition cost-type contract.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov.  Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.

Vendors having the capabilities necessary to meet or exceed the stated requirements for the LNext spacecraft are invited to submit appropriate documentation, literature, brochures, and references.

Additionally, in support of the Executive Order (EO) 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, NASA is seeking to advance equity or remove barriers for members of underserved communities related to this requirement. As defined in the EO, Underserved Communities refers to populations sharing a particular characteristic, as well as geographic communities, that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life, as exemplified by the list in the preceding definition of "equity." Equity means the consistent and systematic fair, just, and impartial treatment of all individuals, including individuals who belong to underserved communities that have been denied such treatment, such as Black, Latino, and Indigenous and Native American persons, Asian Americans and Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual, transgender, and queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas; and persons otherwise adversely affected by persistent poverty or inequality.

NASA seeks input in the following areas:

1. To support the requirements identified in this request for information (RFI)/sources sought notification, what barriers or opportunities exist to engage subject matter experts from industry and academia and how can those barriers be overcome? How can underserved communities be leveraged?

2. To support the requirements identified in this RFI, what barriers or opportunities exist to partner with subcontractors that employ members of underserved communities, as defined above?

3. What other recommendations would you make to enhance diversity and inclusion?

4. What should be considered to encourage full participation and contribution of organizations and individuals (e.g., outreach efforts and innovative partnerships) in performance of this requirement?

All responses shall be submitted electronically via email to Andres Castro at andres.c.castro@nasa.gov no later than 3 PM ET on Friday, November 3, 2023.  Please reference Landsat Next Spacecraft Procurement Market Research in any response.
