About this opportunity
The Naval Sea Systems Command (NAVSEA) is procuring MT7 Turboshaft engines, installation kits, and related support equipment for Landing Craft, Air Cushion (LCAC) 100 Class vessels in support of the Ship to Shore Connector (SSC) program. This sole-source procurement is being conducted under FAR Part 12 commercial items procedures and is based on statutory authority 10 U.S.C. 2304(c)(1), which permits non-competitive awards when only one responsible source can satisfy agency requirements. Rolls-Royce Corporation is the sole manufacturer of the MT7 Turboshaft engine and installation kits, making it the only source capable of meeting the Navy's specifications. The engines share a common core configuration with the AE1107C engine used in the V-22 Osprey aircraft, and alternative sources would require a 5-7 year development and qualification timeline that would cause unacceptable delays to the SSC program. The original pre-solicitation notice was published on October 25, 2022, with subsequent revisions on May 18, 2023, and the contract was ultimately awarded on February 7, 2025, with a performance period extending to January 2027 and beyond through optional quantities.
This procurement is not subject to any small business set-aside designations. Rolls-Royce Corporation, located at 450 S. Meridian Street in Indianapolis, Indiana, is the sole contractor for this requirement. The contract involves the procurement of 36 MT7 Turboshaft production engines, one spare engine with an option for three additional spare engines, and nine engine installation kits, with additional options for eight production engines and two installation kits. The engines will be supplied as Government Furnished Equipment to Textron Systems Corporation for incorporation into LCAC 100 Class vessels. Funding is derived from the Navy's Other Procurement (OPN) and Shipbuilding and Conversion (SCN) accounts. Interested subcontractors should contact Rolls-Royce Corporation directly through Ms. Nicola Baker at Nicola.Baker@rolls-royce.com for potential teaming or supply opportunities.
