About this opportunity
The USDA Forest Service Procurement Operations (PROPS) has issued a Special Notice announcing a competitive Blanket Purchase Agreement (BPA) Call Order for tree planting site preparation work within the Grand Valley Ranger District in Colorado (Gunnison, Saguache, Delta, and Mesa Counties). This is not a solicitation but rather a notification of intent to award a call order under the Land Management Integrated Resources (LMIR) National BPA, a comprehensive multiple-award BPA available to pre-approved contractors for various natural resources restoration, engineering, project management, and related services across all National Forests and Grasslands. The notice indicates that 43 businesses currently eligible for call orders under the LMIR BPA will receive the solicitation via email, and all communications regarding the call order will be distributed through the same channel.
The primary purpose of this BPA Call Order is to competitively award site preparation work consisting of two main components: creating planting spots in clearcuts at Taylor Park (approximately 86 acres with an estimated 40,077 planting spots) and rehabilitating ash pits at Slumgullion Pass (approximately 95 acres containing 95 ash pits). The deadline for submission of quotes is May 4, 2026, at 12:00 pm MST, with work required to commence within seven calendar days of award and be completed by June 19, 2026. Eligibility is restricted to the 43 pre-approved small businesses currently listed on the LMIR BPA; only these contractors will receive the RFQ and call order materials. Evaluation will be based on lowest price technically acceptable criteria, considering price, quality control plan, past performance in government contracting, and experience in site preparation work, with the specific NAICS code being 238910 (Site Preparation Contractors) and PSC category F021 (Natural Resources/Conservation-Site Preparation).
